Carlos Lopes

Former Executive Secretary of the UN Economic Commission for Africa

Biography

Mr. Lopes, a Bissau-Guinean development economist, is Professor at the Nelson Mandela School of Public Management, University of Cape Town and Visiting Professor at Sciences Po Paris. He has led several United Nations institutions and was  the 8th executive secretary of the UN Economic Commission for Africa (2012-2016). A 2017 Fellow at the Oxford Martin School of the University of Oxford, he is currently an Associate Fellow of Chatham House. Mr. Lopes is a member of the African Union reform team led by the President of Rwanda Paul Kagame and doubles as the organization High Representative for Partnerships with Europe. Mr Lopes was also involved in the inception of the African continental free-trade area (AFCTA).
